COURSE TITLE:
Load Securement

STUDENT CONTACT HOURS:
8 Hours

COURSE DESCRIPTION:
This course will train workers to safely secure loads for transportation on and off hazardous waste sites.

INTENDED AUDIENCE:
Workers employed at DOE facilities or hazardous waste clean-up sites (and others who have a high probability of employment at such facilities and sites once they receive the required training) who will transport hazardous and no-hazardous materials. This training will only be provided at the request of remediation contractors who need workers with this specialized skill in order to complete their projects.

APPLICABLE STANDARDS:
FMCSR parts 392 and 393

TEACHING METHODS:
Instructor lecture with student questions and discussion. Small group student activities. Demonstrations of equipment and procedures. 60% of time devoted to hands-on operation of load securement devices. Activities include use of knots, ratchet straps, binders and chains, dunnage, netting, flagging and signage.

CURRICULUM MATERIALS:
10 page manual including the FMCSR parts 392 and 393, by the Southern Nevada Teamsters Local 631 Construction Industry Training Trust. Manufacturer's manuals. Brief video and slide presentations on safe operating procedures.

OTHER REQUIREMENTS:

  1. As a prerequisite to this course the student must have a valid Class A or Class B Commercial Driver License.
  2. his is an intensely hands-on course that uses equipment that can cause serious injury if not operated correctly. There will be at least one instructor for each five students during all hands-on activities.

INSTRUCTOR QUALIFICATIONS:

  1. A minimum of ten (10) years construction driving experience and a valid CDL Class A or B.
  2. Completed the OSHA 500 Trainer Course in Occupational Safety and Health for the Construction Industry.
  3. Attend the annual IBT Instructor Development Program

TESTING AND PERFORMANCE EVALUATION:
(1) Performance evaluation on load securement techniques: The student must successfully perform safe tie downs on a variety of available materials, use of chains and binders, use of straps and rope. Student must demonstrate proper flagging and signage techniques.

MODULES AND LEARNING OBJECTIVES:
This course will cover the topics listed below.

CLASSROOM TOPICS (3 HOURS TOTAL)

  1. Review North American Cargo Standards (49 CFR parts 392 and 393).
  2. Driver Responsibilities.
    (a) Site hazards
    (b) Traffic Conditions and Routes.
    (c) Materials Transported.
  3. Equipment inspections
    (a) Truck inspection
    (b) Cargo inspection.
  4. Tie-Down inspections.
  5. Operator responsibilities
  6. Shifting Loads
  7. Bridge weights.
  8. Axle Weights.
  9. Sliding Fifth Wheel.
  10. Safe unloading Techniques.

HANDS-ON ACTIVITIES (5 HOURS TOTAL)

  1. Use of Knots.
  2. Use of Ratchet Straps.
  3. Driving on project sites.
  4. Use of Ratchet Binders and Chains
  5. Use of Dunnage
  6. Use of Netting
  7. Use of Flagging and Signage.

PERFORMANCE EVALUATION
The student must successfully secure three types of loads including steel, pipe and equipment.

POST-TEST AND EVALUATION

  1. Written post-test.
  2. Student evaluation forms.
